Who it is for and when to start

It is for sellers and buyers of JTC leasehold sites. Whether by outright sale, sale and leaseback or corporate restructuring, a transfer needs JTC’s approval before legal completion.

Check the dates first: JTC allows no transfer during the Assignment Prohibition Period set in the lease or once fewer than 5 years remain, and where the lease contains a Right of First Refusal, JTC has first call on buying the remaining term. Then start early: JTC’s processing times run from a full application, and an Environmental Site Assessment, where needed, typically takes about 4 months, longer than JTC’s processing of the transfer.

  • A check of the lease against JTC’s published conditions, including the faster track, using the lease and JTC’s records, not second-hand figures.
  • The incoming company’s business plan and projections, organised around Annex D of JTC’s Lease Renewal Handbook, with revenue tied to evidence such as contracts, orders or past performance.
  • The documents JTC lists, with the incoming company’s activity described the same way throughout and matching its SSIC code registered with ACRA.
  • NEA industrial siting consultation submissions where the activity changes.
  • The application in the current lessee’s name, and answers to JTC’s queries until JTC decides.

What you provide

Your lease or tenancy document, any letters or approvals from JTC, and a short note of what you want to do and by when. We will tell you what else JTC is likely to ask for.

What JTC asks of the seller

  • Makes the application through JTC’s Customer Service Portal, with the incoming company’s documents.
  • Rectifies any lease breaches before legal completion.

What JTC asks of the buyer

  • Provides the business plan, which JTC assesses on its value-add to Singapore’s economy and the good jobs it creates.
  • Provides projections of power and water use and traffic flow, and any NEA, LTA or SCDF items its use needs.
  • Must deploy solar, unless already deployed, where the site has at least 600 sqm of available contiguous rooftop and 10 or more years of lease left.
