Who it is for and when to start

It is for companies planning a new industrial development, or a new industrial activity or process at industrial premises, the two situations NEA lists for an Industrial Siting Consultation (ISC). Industrial premises here means land zoned Business 1, Business 2 or Business Park in URA’s Master Plan. NEA states that an ISC is not required for a lease transfer, assignment or renewal where the activities and operations at the premises do not change.

Start the ISC first. NEA’s 7 working days run from complete and accurate information, and in our experience JTC does not proceed with an application that needs NEA’s advice until the advice is in hand. Unusual processes, such as novel waste treatment or chemical processes, may need a fuller technical explanation, so allow extra time.

What we prepare

  • A description of the proposed activity, worked out with you, that says what is done on site rather than naming only a trade or an industry code.
  • The process flowchart and the supporting information NEA asks for.
  • The same wording for the proposed use in the ISC, the JTC application and the business plan.
  • Where an activity does produce dust, noise or odour, a plain statement of it and of the control in place.
  • Answers to every clarification point NEA raises, saying plainly where a point does not apply.
  • Where the ISC supports a JTC assignment or change-of-use application, that application too, with answers to JTC’s queries until it decides.

What you provide

Your lease or tenancy document, any letters or approvals from JTC, and a short note of what you want to do and by when. We will tell you what else NEA and JTC are likely to ask for.

For an ISC, that includes details of the industrial activities proposed at the premises. NEA’s examples of what to gather, which are not a complete list, are a process flowchart, the materials and products used or stored, any pollution control equipment to be installed and any fuel-burning equipment to be used. Logging in to EPMS needs a valid Singpass or Corppass account.

How an engagement runs

  1. Assess We review the site, the lease and your objective, and tell you honestly what’s achievable.
  2. Structure We shape the case — the angle, the evidence, the fit to policy — before a single form is filed. For an ISC, that starts with an accurate description of the proposed activity.
  3. Submit We prepare the complete submission, built to be read, working with you as the applicant. In NEA’s Environment Protection Management System (EPMS), the applicant chooses a role (factory owner, operator or developer; Qualified Person; or others) and submits, and an acknowledgement email with a case ID follows.
  4. Follow through We prepare answers to NEA’s clarification requests and keep the consultation moving until NEA issues its written advice through EPMS.
