Who it is for and when to start
It is for JTC land lessees with space that is surplus in the short term, for JTC tenants, who may sublet only to related businesses, and for third-party facility providers under JTC’s anchor-tenant schemes.
JTC’s approval comes first: subletting without it breaches the lease conditions and may lead to termination of the lease or higher sublet fees of up to the full assessed sublet rent. To keep a sublet going, apply to renew from 6 months before its term expires.
What we prepare
- A check of the proposal against JTC’s published conditions: who may sublet, the cap of 30% of the overall GFA and the 3-year maximum term for unrelated subtenants, and the subtenant’s use under JTC’s usage guidelines and URA’s 60:40 rule; for an anchor case, the anchor’s share of at least 70% of the facility’s GFA.
- The documents JTC asks for, with the sublet area identical on the floor plan, the application form and any business proposal, and the subtenant’s activity described the same way in its NEA clearance, the JTC application and its ACRA record.
- NEA industrial siting consultation submissions, where needed.
- Any business proposal an anchor case needs, built on the new anchor’s own figures.
- Answers to JTC’s queries until it decides.
What you provide
Your lease or tenancy document, any letters or approvals from JTC, and a short note of what you want to do and by when. We will tell you what else JTC is likely to ask for.
For a sublet, that includes the subtenant’s details. Among the documents JTC lists are the subtenant’s up-to-date ACRA business profile, clearances from NEA’s Development Control and Licensing Department and a floor plan marking the area to be sublet, plus, where relevant, an LTA land use proposal form for warehousing and SCDF approval where petroleum or flammable material above the allowed quantities will be stored. Storage-heavy uses often draw a query on floor loading, answered by an engineer’s confirmation or building certification.

- Structure We shape the case — the angle, the evidence, the fit to policy — before a single form is filed. For a sublet, that starts with why the space is surplus for now and what the subtenant will do there, since JTC expects full use by the lessee.
- Submit We prepare the complete submission in your company’s name, for your director to sign, built to be read. Applications go through JTC’s Customer Service Portal.
- Follow through We answer JTC’s queries and keep the application moving until JTC decides.

Six sublet consents after JTC’s policy first stood in the way. Related companies wanted to share a replacement anchor’s space, which JTC’s policy did not allow. We supported their appeal and re-filed each company separately; JTC consented five weeks later.

Anchor-sublet consent in 9 weeks. JTC queried the land area the recycler had declared and the use of every unit. We restated its land take for its site consolidation and mapped each unit against URA’s 60:40 rule.
