Who it is for and when to start

It is for JTC lessees and employers who want to house workers on site. JTC allows two kinds of factory-converted dormitory (FCD): an ancillary workers’ dormitory (AWD), for workers employed by the factory’s owner or lessee, or sub-contractors’ workers, and a single employer-operated secondary workers’ dormitory (SWD), run by one employer that is not the owner or lessee, for its own workers or sub-contractors’ workers.

Check the site first. JTC does not allow FCDs in high-rise factories, in terrace workshops and terrace factories without stand-alone compounds, in areas on URA’s Specified List or in areas affected by a health and safety buffer. Agency clearances usually set the pace, so start them early; for an existing FCD, JTC wants the renewal request no later than 3 months before the Temporary Permission expires.

From 1 October 2026, MOM asks applicants to seek the agencies’ In-Principle No Objection (IPNO) for a factory-converted dormitory through the new IPNO Portal on GoBusiness. It is the one channel for a new FCD, a higher occupancy load and a renewed land-use permission. JTC’s dormitory conversion page, updated 15 September 2026, does not mention the portal, so ask JTC how its steps fit with it.

  • A check of bed numbers against URA’s quantum and MOM’s occupancy requirements before layouts are fixed.
  • Answers to JTC’s queries until it decides, with any linked assignment kept in step.

Your lease or tenancy document, any letters or approvals from JTC, and a short note of what you want to do and by when. We will tell you what else JTC is likely to ask for.

For a dormitory, that includes whose workers will live there, as JTC’s two categories turn on the employer’s relationship to the factory.

  2. Structure We shape the case — the angle, the evidence, the fit to policy — before a single form is filed. For a dormitory, that is a plan that satisfies the rules and the space at once.
  3. Submit We prepare the complete submission in your company’s name, for your director to sign, built to be read. Under JTC’s process, you fill in its online FCD form and email your Customer Engagement Officer; if JTC supports it, the documents, drawings and other agencies’ approvals go through CORENET for landowner’s consent, and URA then decides on Temporary Permission.
  4. Follow through We answer JTC’s queries and keep the application moving until JTC decides.

Where the applicant is not the lessee, expect to need the lessee’s written authorisation. JTC treats space used for a secondary workers’ dormitory as subletting to an unrelated business, so the lessee also needs JTC’s subletting approval.
