Can I convert part of my JTC factory into a workers’ dormitory?
Short answer
Possibly. JTC allows two kinds of factory-converted dormitory (FCD): an ancillary workers’ dormitory (AWD) for workers of the owner, lessee or their sub-contractors, and a single employer-operated secondary workers’ dormitory (SWD) run by an employer other than the owner or lessee. If the site passes JTC’s location rules and JTC supports the request, landowner’s consent follows within 10 working days of documents in order; URA then decides on Temporary Permission.

The two dormitory types and who they house
JTC’s page, updated 15 September 2026, covers two types of factory-converted dormitory (FCD). MOM describes an FCD as industrial or warehouse space partly converted into housing for workers.
- Ancillary workers’ dormitory (AWD): houses workers employed by the factory’s owner or lessee, sub-contractors’ workers, or other workers who work on site at the factory. URA’s handbook words this type more narrowly, so confirm the mix of residents with URA.
- Single employer-operated secondary workers’ dormitory (SWD): run by one employer that is not the factory’s owner or lessee, for its own workers or sub-contractors’ workers.
Where JTC does not allow a dormitory
JTC does not allow FCDs in four situations, so check the site before commissioning drawings or agency submissions.
- High-rise factories.
- Terrace workshops and terrace factories without stand-alone compounds.
- Areas on URA’s Specified List. URA’s handbook, updated 6 June 2026, lists 13 specified areas where new dormitories may still be considered, subject to its assessment, and three (Jurong Island, Tai Seng and Tanglin Halt) where none are allowed; confirm any site in or near these areas with JTC and URA early.
- Areas affected by a health and safety buffer. SCDF explains that sleeping workers may not be alert enough to evacuate at night.
How the JTC and URA steps run
Alongside these steps, JTC expects FCDs to follow MOM’s housing requirements, URA’s guidelines on temporary workers’ dormitories and JTC’s fitting-out and renovation guidelines.
- Request to JTC Fill in JTC’s online FCD form and email your Customer Engagement Officer, for a new FCD or a renewal. JTC replies by email; its form states 7 working days for straightforward cases and longer where other agencies’ input is needed.
- Documents through CORENET If JTC supports the request, submit the documents, drawings and other agencies’ approvals through CORENET, the Construction and Real Estate Network. When all are in order, JTC issues landowner’s consent within 10 working days of receiving them.
- Temporary Permission from URA With JTC’s consent, apply to URA through CORENET for a new FCD, or through the GoBusiness Licensing Portal under change of use for a renewal. The TP states how long the premises may be used as an FCD.
- Copy of the TP to JTC Send JTC a copy of the TP, with the original CORENET submission, within 7 working days of obtaining it.
What URA, SCDF, MOM and LTA require
URA’s circular of 10 February 2023 expects applicants to clear their proposals first with the relevant agencies, for example JTC, LTA, NEA, PUB and SCDF where they apply, before applying to URA. URA’s handbook caps a temporary dormitory and its supporting amenities at 49% of the development’s overall gross floor area.
URA’s handbook also rules out workers’ dormitories in the Central Area and on Business Park or Business Park-White land. In a multi-user industrial development, a new dormitory must be in a separate building within the site.
SCDF requires its in-principle no objection for every workers’ dormitory site at planning stage, before plans approval. For a new FCD, MOM asks for URA’s written permission and an SCDF Fire Safety Certificate or Temporary Fire Permit, among other documents.
MOM asks for a Qualified Person to submit plans to the technical agencies. An FCD with an occupancy load of 7 or more needs a licence under the Foreign Employee Dormitories Act (FEDA) through GoBusiness Licensing; for a smaller FCD, URA’s temporary written permission and a final clearance application go to MOM.
From 1 October 2026, MOM asks applicants to seek the agencies’ In-Principle No Objection (IPNO) for a factory-converted dormitory through the new IPNO Portal on GoBusiness. It is the one channel for a new FCD, a higher occupancy load and a renewed land-use permission.
JTC’s change-of-use page also lists LTA’s Land Use Proposal Form (Dormitories) for a proposal involving only a new or intensified FCD.
Renewals, and dormitories in an assignment
A TP is time-limited, so renewal recurs. JTC wants renewal requests no later than 3 months before expiry, and URA assesses each renewal individually against prevailing guidelines and technical agencies’ input.
URA’s Development Control Handbook, updated 6 June 2026, says new dormitories inside and outside the specified areas, and renewals of existing ones, may be considered for Temporary Permission of up to 5 years, subject to its guidelines and available infrastructure capacity. URA’s earlier circular of 10 February 2023 had limited permissions in specified areas to three years without renewal, so confirm the current position with URA before planning around a renewal.
JTC’s factsheet on the streamlined assignment process keeps cases involving dormitory uses under the full assessment, because they need infrastructure checks. In our reading, a dormitory request can run alongside an assignment, but JTC handles it through its own FCD process.
Points from our practice
- Check the site first: JTC’s location tests and URA’s specified areas rule some sites out before drawings are worth commissioning.
- Be exact about whose workers will live there, because JTC’s two categories turn on the employer’s relationship to the factory.
- Agency clearances usually set the pace, since JTC’s second step needs other agencies’ approvals; start SCDF’s site clearance and the other technical clearances early.
- Bed numbers are often capped by URA’s quantum and MOM’s occupancy requirements, so check both before fixing layouts.
- Where the applicant is not the lessee, such as an employer running an SWD or an incoming buyer, expect to need the lessee’s written authorisation, and raise the dormitory before committing to the deal.
Questions people ask
What is the difference between an AWD and an SWD?
An AWD houses workers employed by the factory’s owner or lessee, or sub-contractors’ workers. An SWD is run by one employer that is not the owner or lessee, for its own workers or sub-contractors’ workers. JTC calls both factory-converted dormitories, and the same location rules and steps apply to each.
Do the workers have to work at the factory itself?
Not always. JTC’s and MOM’s pages say an AWD may house the owner’s or lessee’s workers or sub-contractors’ workers, whether they work at the factory or off-site, and other workers who work on site; an SWD houses its operator’s own or sub-contractors’ workers, on site or off-site. URA’s handbook, updated 6 June 2026, words the ancillary type more narrowly, so confirm with URA before housing off-site sub-contractors’ workers in an AWD.
Can several companies share one secondary dormitory?
JTC’s page lists only single employer-operated secondary dormitories, and MOM’s housing page describes these as new secondary FCDs set up on or after 22 June 2020. Neither page lists a new secondary dormitory shared by several employers, so raise any shared arrangement with JTC and MOM before committing.
How long does JTC take to give landowner’s consent?
JTC issues landowner’s consent through CORENET within 10 working days of receiving documents that are in order. Before that, its form says the initial request takes 7 working days for straightforward cases, longer where other agencies’ input is needed. URA’s permission and MOM’s licensing follow on their own timelines.
Do I need a MOM licence for a factory-converted dormitory?
MOM requires a FEDA licence, through GoBusiness Licensing, before operating premises with capacity for 7 or more migrant workers, and states a processing time of 30 working days. For an FCD with an occupancy load of 6 or below, MOM asks instead for URA’s temporary written permission and a final clearance application.
How do I renew an existing FCD?
