Do I need an NEA Industrial Siting Consultation for my factory?
Short answer
For a new industrial development, or a new industrial activity or process at industrial premises, NEA’s Industrial Siting Consultation (ISC) applies. It is not needed for a lease transfer, assignment or renewal with no change to existing activities. You apply through EPMS, with no fee at present; NEA’s stated time is 7 working days from a complete, accurate submission, longer if it must consult others or survey the site.

What the consultation is for
The ISC lets NEA advise on whether a proposed industrial development or activity suits its location. NEA’s stated aim is to site industry so that potential disamenities to residents are minimised.
NEA classifies industries as Clean, Light, General or Special, a scheme set out with recommended siting in Singapore Standard SS 593:2013, the Code of Practice for Pollution Control. Buffer distances apply between industries and residential premises or stay-in facilities.
Other location rules can apply. Activities posing a serious risk of contaminating water resources are not allowed in water catchment areas, and PUB can confirm whether a site lies in one. NEA also refers applicants to SFA or JTC for the locations of designated food zones.
When an ISC is needed, and when it is not
NEA’s page lists two situations for an ISC: a new industrial development, and a new industrial activity or process at industrial premises. Industrial premises here means land zoned Business 1, Business 2 or Business Park in URA’s Master Plan.
NEA states that an ISC is not required in the three cases below. The lease exemption holds only while the existing activities and operations stay the same.
- A transfer, assignment or renewal of lease, where the activities and operations at the premises do not change.
- Non-industrial uses in industrial premises, such as childcare, student care, farming or office use. NEA adds that childcare and student care centres are strictly prohibited on Business 2 land.
- Uses of commercial premises, meaning land zoned for commercial use in the Master Plan.
What to prepare and submit
The 7 working days run from complete and accurate information, so preparation matters. NEA asks applicants to gather documents on the industrial activities proposed at the premises; its examples, which are not a complete list, are:
- A process flowchart.
- The materials and products used or stored.
- Any pollution control equipment to be installed.
- Any fuel-burning equipment to be used.
How the application runs in EPMS
Applications are made online through NEA’s Environment Protection Management System (EPMS). No fee is charged at present for an ISC made through EPMS. NEA’s page names its Development Control Department as the contact for early siting advice.
- Prepare Gather the documents on the proposed activities and check that you have a valid Singpass or Corppass account.
- Submit Log in to EPMS, choose your role (factory owner, operator or developer; Qualified Person; or others) and submit. An acknowledgement email with a case ID follows a successful submission.
- Clarify If the submission is incomplete, NEA asks for more supporting documents through a resubmission in EPMS.
- Receive advice NEA issues written advice through EPMS once it completes its evaluation. Its page does not state a validity period for the advice.
How the ISC fits with JTC applications
JTC asks for NEA’s input in its own processes. For an assignment (transfer) of lease, JTC’s page lists clearances from NEA’s Development Control and Licensing Department for the transferee’s usage among the documents submitted on the transferee’s behalf. A transfer of tenancy is a separate route, which JTC considers only for corporate restructuring.
JTC’s change-of-use page lists the same NEA clearances for a change-of-use application, without naming the ISC; NEA’s own page presents the ISC as the route for a new industrial activity. NEA, for its part, suggests consulting a JTC officer on the description of the proposed use before submitting.
NEA exempts transfers where activities do not change, but JTC’s transfer page lists NEA clearances without that qualification. Confirm early with JTC what it needs for the case in hand.
Points from our practice
- The description of the activity carries the weight. One that names only a trade or an industry code, rather than what is done on site, tends to draw clarification requests.
- Use the same wording for the proposed use in the ISC, the JTC application and the business plan; JTC queries mismatches.
- Answer every clarification point NEA raises, and say plainly where a point does not apply. An unanswered point usually prompts another round.
- Where an activity does produce dust, noise or odour, say so and describe the control in place. A candid answer with a control stands up better than a denial that an inspection would contradict.
- Unusual processes, such as novel waste treatment or chemical processes, may need a fuller technical explanation before NEA can advise and JTC can proceed, so allow extra time.
- In Omni’s experience, JTC does not proceed with an application that needs NEA’s advice until the advice is in hand, so start the ISC first.
Questions people ask
Do I need an ISC if I am taking over a factory lease?
Not if the activities and operations at the premises stay the same: NEA says an ISC is not required for a transfer, assignment or renewal of lease without such a change. If the incoming party will carry out a new industrial activity or process, that exemption does not apply. JTC’s transfer page separately lists NEA clearances for the transferee’s usage, so confirm with JTC what it needs.
How long does NEA take to process an ISC?
NEA’s stated processing time is 7 working days from submission of complete and accurate information and documents. NEA adds that more time is needed if it must consult other NEA divisions or government agencies, or carry out a site survey. If a submission is incomplete, NEA asks for more supporting documents through a resubmission in EPMS, so the 7 working days count from the point the information is complete.
Is there a fee for an Industrial Siting Consultation?
No fee is charged at present for an ISC made through EPMS, according to NEA’s page updated 26 August 2026. The words ‘at present’ leave room for change, so check the page before relying on it for budgeting. The ISC does not replace JTC’s own approvals, which follow their own processes.
Does an office, childcare centre or farm in an industrial building need an ISC?
No ISC is needed: NEA lists proposed non-industrial uses in industrial premises, such as childcare, student care, farming and office, among the cases where an ISC is not required. But NEA also states that childcare and student care centres may be sited on Business Park and Business 1 land and are strictly prohibited on Business 2 land. JTC’s own rules on changing the use of industrial premises still apply.
Who can submit an ISC?
EPMS asks the applicant to choose a role: factory owner, operator or developer; Qualified Person; or others. A valid Singpass or Corppass account is needed to log in. A consultancy such as Omni can prepare the submission and the answers to NEA’s clarification requests, working with the applicant.
